They are also bottom four in cap space and effective cap space, so they might not be able to retain all, or even most, of those players. Miami will probably need to move on from a few of its rostered players too.
NFL teams have until March 4 to decide whether they want to use franchise or transition tags, which is only realistically suitable for safety Jevón Holland. The rest will either be re-signed or left to hit free agency.
